Our understanding of the structure of the church is that authority rests with the membership of the local church. Within the church, responsibility for policy, programmes, and discipline rests with the membership. In practice, the important policy decisions are reached as properly convened meetings for business. Prayer for guidance is made, proposals are discussed, and if possible a consensus of opinion is reached. Should complete unanimity not be reached, a high majority is normally required
