For the comfort and relief of suffering by the victims of the tragic events which took place at Aramoana on 13th and 14th November 1990; and For the comfort and relief of suffering by families of those victims; and For the comfort and relief of suffering by such other person or persons or groups of persons as have been affected adversely by those tragic events
