The Propel community trust is controlled by the Tauranga City Elim church Trust. The church is one of 38 churches affiliated to the Elim Church of New Zealand. It is guided by the Constitution of the Elim Church of New Zealand; however the church is an autonomous trust and governance is the responsibility of the local church.
